LTVSP Application in Malaysia: Foreigner Spouse/Malaysian Husband

I created this guide to help all couples applying for LTVSP in JB, Malaysia. I hope this can be a good help to others especially if your situation is the same as mine.

I am a Filipino national and my husband is Malaysian. We decided to get married in Singapore as it's the fastest and easiest way to have our civil wedding.

My husband is working in Singapore with a Work permit pass while I am a tourist/foreigner holding short term/social visit pass at that time.

We got married and received our Singapore Marriage Certificate in July 2022.

We went to High Commission of Malaysia, Singapore for marriage registration. (https://www.kln.gov.my/web/sgp_singapore/birth_marriage_cert)

We were able to complete the requirements within the day.  (Please check the website for the marriage registration requirements.) After 3 days, we received our Malaysia's Marriage Certificate.
Then, we go to Malaysia hoping I can apply the spouse visa right away and get it within a month. Unfortunately, that didn't happen as it took longer than expected.

Steps for the LTVSP application in Johor Bahru, Malaysia.

1. Please check this checklist for the LTVSP requirements.

2. Get an online appointment.

3. Before the appointment, we went to Commisioner for Oaths office to complete the requirements and forms, there are many available offices beside the JPN Johor Office.
Note: You can complete the forms on your own and just pay for the Commisioner for Oaths stamp there.
However, we found out that in Commisioner for Oaths office, they can also help you to fill in all the forms and complete the requirements without hassle. We paid around RM320 as I remembered for all the requirements including the Commisioner for Oaths stamp. They can finish the requirements for you in 30mins or less.  At that time, we don't mind paying for that since we had difficulties completing the forms too.

4. The appointment we got was already 1st week of September. We went to JPN Johor Registration Office 10th floor, get a queue number and wait to be assisted.
Officers will check the requirements and you may prepare some other documents not included in the list like electric bill, husband's Certificate of Employment, Bank Statement and 3months of Payslip.
We weren't able to complete the requirements within the day as the officer asked us some other documents so we have to return another day.
If this happens, no need to get another online appointment as the officer will take note on your forms that you can come back and queue again anytime once you have all the requirements.

We were able to complete the requirements and officer was able to get our forms at the end of September. We were advised that we have to wait 2-3 months to get the result. Once have the result, we can get the LTVSP sticker and pay in the counter. For PH, the amount to pay is around RM 1400 (no cash payment, cards only or online payment). Other countries have different fees.

At that time, I only have 30 days to stay in Malaysia and they do no give extension pass and ask me to exit and reenter the country.
I exited to Singapore twice thru land travel from Tuas Immigration until I was told in immigration when entering Malaysia for the 3rd time that I need to go back to Philippines because what I'm doing is not allowed anymore.  I have no choice and have to go back to Philippines in November 2022.

Same month my husband received a call saying that our marriage record is not yet updated in Johor's system and he has to go back to JPN  Marriage Office to check and get another registration. (same place but different office building)

The explanation given to my husband is that the record is still in Singapore and not yet being updated to Malaysia. He was advised that it usually take 6 months to be updated or to be submitted to them from Singapore to Malaysia. We searched about it and I think this is what they call "Cooling down process" where you have to wait for 6months before you can apply.

Around December, he recieved a call saying the system is already updated. He went back to office and was able to get the "Extraction of Register of Foreign Marriages or Marriages Previously Solemnized under religion or custom" (Document is Color Pink; it's the same info of the Marriage Cert given from Embassy of Malaysia in Singapore but Color Green Document).
After getting this, he submitted that to JPN office for LTVSP and was advised to wait again for the result.

2nd week of January 2023, we checked the status again and was informed that it's still in the process and we can check after 2weeks.

I went back to Malaysia January 2023 even though we're not sure if there's result or not. 1st week of February, we went back to JPN office and was able to get the LTVSP stickers valid for 5 months, paid RM1400.  We were told to renew the LTVSP, 1 month before the expiration date. They said that after renewal, we will be given longer validity.

It took us 6 months to get the spouse visa but we're happy that we were able to settle one of the many things when your partner is a foreigner in Malaysia.

I recently renewed my long term visa pass and was given another one year of validation.
For renewal, we also went back to Commisioner for Oaths office for the documents. They also helped us to schedule the online appoinment. We were asked for the ff:
1. Passport size photo - 1 each
2. Malaysian husband's IC - 1 photocopy
3. Wife foreigner passport's 1st page - 1 photocopy
4. Page of passport showing the Malaysia's stamp when entered the country - 1 photocopy
5. Marriage Certificate - 1 photocopy
6. Fee - around RM80
